The Trump administration has proposed spending $18 billion over 10 years to significantly extend the border wall with Mexico, providing one of its most detailed blueprints of how the president hopes to carry out a signature campaign pledge.
The congressional source told NBC News that the $18 billion request is not likely to be dealt with in upcoming funding discussions.
President Trump has told Democrats that he will not sign any bill regarding protections under the Deferred Action for Childhood Arrivals (DACA) program without funding for The Wall being including in the legislation.
An administration official confirmed the document was prepared at the request of congressional negotiators and said funding for the wall and other security measures must be part of any legislative package on immigration.

Trump rescinded the program in September 2017, and since then the repeal has been called "unfair", "reprehensible", "cruel", "coldhearted", "shortsighted" and worse.
Republicans countered that the Democrats' proposals for immigration were just as "ridiculous".
The subject came up during a sit-down meeting with GOP lawmakers at the White House on Thursday.
DACA, which allows people brought to the United States illegally as children to remain under certain conditions, ends on 6 March 2018. Durbin is now working with four other Senators, three of whom are Republican, on a deal that will protect DACA while also beefing up border security, but it appears Trump's demands could stall talks.
Resubmitting the demands that were dismissed by Democrats three months ago, Durbin said, was 'outrageous.' But he added that bipartisan negotiations continue among senators. At the time, he estimated the construction would cost $10 billion and cover the entire 2,000-mile border.
Trump is also asking for changes to the legal immigration system.
'Those are things that he's insisted upon, ' and Democrats would have to embrace them along with border security, said Cornyn.
