Obama to address mayors' summit on climate change in Chicago today

Dressed casually in a jacket but no tie, Obama was introduced by Emanuel, who was his first White House Chief of Staff and had invited him to speak for 15 minutes off the meeting's official agenda. Leaders elsewhere have taken similar action, despite Trump's announcement earlier this year that the USA would pull out of the 2015 Paris agreement, which involves nations setting benchmarks to reduce emissions of heat-trapping gases.

Instead, the former president tried to show a path toward fighting climate change without Trump's cooperation.

"We can not afford to be cautious", she said. But the good news is that the Paris agreement was never going to solve the climate crisis on its own.

Mayor Tom Barrett of Milwaukee summed up the point of the meeting here this way: "You can not deny the science, and if you're not going to do something, we're going to do something".

Portland joins a list of cities and states across the country that are acting in direct contrast - and even independence from - the Trump administration on federal matters like climate change. The U.S. can't technically back out until 2020 because of legal technicalities.

During the summit, mayors from all around the world inaugurated the Chicago Climate Charter, a first-of-its-kind worldwide charter on climate change which is now signed from more than 50 mayors from around the world.

And Emanuel was champing at the bit to talk Trump at a news conference Tuesday. The mayor didn't say how, exactly, that will be achieved, reports JDM. "Can't afford it", the mayor said.

"Mayors across the country, the governors across this country, have to lead. Every one of us would", he added. "It does not mean that at some point we're not going to needs some help from the federal government. No, that's not leadership".

The former President said jokingly that he was "in the neighbourhood" and made a decision to drop by and he was applauded vigorously several times during his relatively brief remarks, in which he spoke about some of his administration's achievements in protecting the environment.

His support has been important to Emanuel's political fortunes in the past. "This is where the particular talents of mayors come in". Video clips of Obama praising Emanuel at the event later turned up in an Emanuel campaign ad.

Paris Mayor Anne Hidalgo said city residents will be the victims if action isn't taken.

Under the agreement, which is not legally enforceable, city leaders committed to reducing their own localities' greenhouse gas emissions 26 to 28 percent below 2005 levels by 2025, the national goal negotiated by Mr. Obama's administration. He hosted a water cleanliness meeting with mayors from around the world in March, an occasion he used to call on the president not to cut the Environmental Protection Agency budget for the Great Lakes. Organizers said they believed none of the mayors were registered Republicans. His Justice Department has repeatedly criticized Chicago's status as a "sanctuary city" for undocumented immigrants and has threatened to withhold grant funding. So now local governments feel that cities and states have to be the "new face of American leadership" on climate change.
