Authorities received 911 calls of shooting at multiple sites, including the Rancho Tehama Elementary School, Tuesday morning, Assistant Tehama County Sheriff Phil Johnston said.
"We are aware that there was a domestic violence incident as reported by neighbors involving the suspected shooter", Johnston said.
A second child was reportedly shot in the leg, according to the Redding Record Searchlight. Tello said he was about three blocks from the school when bullets made "big holes" in the truck in front of him. "Was told help was on its way".
"It was very clear at the onset that we had an individual that was randomly picking targets", he said. "For his family and everything, I feel bad, and we'll be there for them".
The shooter himself has been killed by police and several victims are now being treated at a local hospital.
He said he and his roommate told authorities that their neighbor was acting "crazy" and threatening them.
At least one student was wounded at the school.

Local law enforcement has identified 20-year-old suspect Mahad Abdiaziz Abdirahaman , WCCO-TV reported . While the Macy's store closed early, the Mall of America stayed open and was not placed on lockdown.
Investigators have recovered a semi-automatic rifle and two handguns.
"That evolved to multiple victims and multiple shots at the school, the elementary school", he told Action News Now, a TV news channel in Northern California.
An administrative assistant at the Corning Union Elementary School District said that no one was killed at the school but a "number" of students were shot and wounded.
The shooting began at a home near the elementary school.
"Our doors are locked", she said. "That evolved into multiple victims and multiple shots at the school", the deputy said.
A school official confirmed injuries following a shooting, but did not immediately provide further information. The FBI also "is sending some teams up to assist at the request of Tehama County authorities", said Jason Wandel, chief division counsel at the FBI's Sacramento field office.
More than 33,000 people die annually in the United States from gun-related deaths - two thirds of them suicides - according to the Centers for Disease Control and Prevention.
