U.S. to exempt journalists, aid workers from North Korea travel ban

Tillerson's views on North Korea and its close ally China is in sharp contrast to the USA envoy to the UN, Nikki Haley, who on Sunday asked Beijing to decide on tougher UN sanctions on the North over its two long-range missile tests last month.

Asked about Graham's remarks, White House spokeswoman Sarah Sanders reiterated that the administration was "keeping all options on the table".

"We see all types of evidence that this is a real and serious nuclear program and missile program. We will no longer allow this to continue China could easily solve this problem!" he said.

North Korea has said through its state media that Warmbier's death was "a mystery" and dismissed accusations that he had died as a result of torture and beating in captivity.

Perhaps wary because of these experiences, Tillerson declined to say whether the Trump administration would continue to back the deal, known as the Joint Comprehensive Plan of Action, which trades sanctions relief for a rollback of Iran's nuclear program.

Three other Americans are now in North Korean captivity.

Anyone who wants to travel to North Korea on a USA passport must obtain a special validation, which will be granted "only under very limited circumstances".

The defense argued that Roy had been determined to take his own life and that Carter was troubled and was simply "dragged" into Roy's suicidal journey.

In a notice in the Federal Register, the department said all United States passports will be declared invalid for travel to, in, or through the North in the absence of special validation.

Tillerson said he hoped that at some point the North Koreans will begin to understand that the U.S. would like to sit and have a dialogue with them about their future that will give them the security they seek and the future economic prosperity for North Korea.

Most recently, North Korea returned American citizen Otto Warmbier to the U.S.in a coma after more than a year of captivity. In June, Trump pulled the US out of the Paris climate change accord against Tillerson's advice.

"We are not seeking a regime change. we do not seek a collapse of the regime", he said. Trump notably sided with Saudi Arabia, Bahrain, the United Arab Emirates and Egypt in their dispute with Qatar at a time Tillerson sought to mediate. "If we know about it, it's going to be sunk because opposition will grow to it", said Thayer.

No diplomatic breakthroughs are expected to reduce tensions over the North Korea nuclear threat at this week's ASEAN Regional Forum (ARF) in Manila, even though it is one of the few global events where all the major countries involved will participate.

And he continued to push for Chinese help to keep pressure on North Korea due to their special economic relationship. He said we the U.S. continue to call upon China to use the influence with North Korea to create the conditions where America can have a productive dialogue.
