S.C. Department of Corrections Director Bryan Stirling blamed part of the problem on the ease at which inmates can communicate with the outside world. They determined he was at a Motel 6.

Causey left the Dorchester County prison at 8 p.m. on Tuesday - not Wednesday as previously implied by the agency's announcement that he was discovered missing July 5. Prison officials received information the next day he was gone.

"Well-planned escapes like this will continue to happen", as long as prisoners can use contraband cellphones, he said. Causey had cut through four fences to escape.

"I think there's going to be tons of people involved in this", said attorney Carter Elliott, who helped filed the suit Monday.

Stirling wouldn't talk specifically about whether guards did anything wrong that night, but did say 'sometimes the staff just has to follow policies and procedures'.

When arrested, the authorities said he had four mobile phones, $47,654 in cash, a pistol, and a shotgun.

But Mr. Causey did not need a phone when he and another inmate escaped from prison in late 2005.

To combat the new trend, Stirling said the Department of Corrections is planning to install high golf netting around all its facilities for a cost of $7.65 million.

Causey, sentenced to life in prison 13 years ago, had escaped from prison once before in 2005. His victim was Columbia attorney Jack Swerling.

In addition to the kidnapping charge, Mr. Causey had committed a range of other offenses beginning in the early 1990s, according to an inmate report. WCSC reported that Swirling and his family were held at gunpoint and tied up with duct tape. Causey was eventually captured and sentenced.

The first time, Causey and another inmate hid in a garbage truck leaving prison and were arrested three days later after a woman delivering pizza to a motel called police because she thought they looked suspicious. In 2015, two individuals were caught for trying to drop off illicit drugs, including K2 spice and porn to the Western Correctional Institution in Cumberland, Md. "They are physically incarcerated, but they are no longer virtually incarcerated", Mr. Stirling said.
