Trump orders more cash, industry input, for apprenticeships

21 June 2017

"We're training people to have great jobs and high paying jobs, and we're here to celebrate the dignity of work", he said. Democrats, backed by organized labor, support programs that will create more union jobs. Given that these programs will be also be known as Registered Apprenticeships, it will be hard for employers to know whether a former apprentice has received training that meets the applicable federal standards, or whether the apprentice participated in a lower-quality program that did not meet the same standards.

Instead, apprentices earn while they learn - which is an expression we're using: "Earn while you learn", Trump said.

Offering a federal tax credit for hiring new apprentices that are registered with the U.S. Department of Labor or a state apprenticeship agency.

Flanked by workers now in apprenticeship programs and governors supporting the administration's efforts, Mr. Trump signed the order, ignoring reporters' shouted questions about whether he was under investigation by Special Counsel Robert Mueller. The current apprenticeship regulations are complicated and prescriptive so it is anticipated that new Labor Department regulations would be more streamlined and beneficial for all participants. In other countries, they're used in a wider range of industries. Those programs would then be left to industry to design under broad standards from the Labor Department. There are "6 million vacant jobs in the United States, the highest level on record" with "too few women and minorities working in STEM fields".

Trump made his announcement the same day that apprenticeship advocates offered a House Workforce subcommittee a snapshot of how the Workforce Innovation and Opportunity Act has helped with expanding apprentice opportunities. One in three Americans got their first job experience in a restaurant and half of all adult Americans have worked in the restaurant industry at some time in their lives. In addition to undermining employers' faith in apprenticeship, it may also undermine portability of the Registered Apprenticeship credential, as employers will be less inclined to view it as a signal of skills mastery.

Why Microsoft's New Xbox Costs $500 - And Why That's Fine
According to LearnBonds , the day that will erase the performance differences between a PC and a console might soon come true. Microsoft unveiled the Xbox One X , code-named the Project Scorpio , on the last Sunday at the Electronic Entertainment Expo.

"Conversations have already started and have been well embraced for Congress to take the next step, so that student aid can be expanded and apply without restrictions to this type of skill based, earn and learn model", one official said. "Additionally, they provide affordable paths to good jobs and, ultimately, careers". "Technical program grads also see a "$300,000 lifetime increase in earnings" and don't owe student loans, according to the administration.

The Trump administration feels industry and other entities outside of the government can create and run the programs needed to fill open positions and do it more quickly, cheaply and well, an assertion with which the NRA agrees. Oversight of unregistered programs, critics say, could result in some sham offerings.

Now he and his administration need to highlight programs that work, and provide support to companies, schools and governments - and not incidentally, students - to make them viable for more Americans.

"We're concerned about the unregistered programs", Scott said. According to a senior administration official, the order would direct the secretary of Labor to develop a process that would encourage private businesses to develop apprenticeship programs as well as establish a business leaders task force on apprenticeships.

Khanna called the administration's pledge to boost apprenticeships in the United States from 500,000 to 5 million over the next 10 years an aspirational goal, but he is wary of two hurdles.
